Without causing offence. Get it out of that tiny pot. Cut it back to the nearest buds and put it in a huge tub or straight in the ground and give it a good feed. It might not flower again this year but doing that will help it recover.

Perhaps not a 'huge' pot, but certainly a bigger one in a John Innes (soil) based compost.
Like Margo said, cut it right back to a healthly bud and stand back! Sometimes when a plant is threatened, It will produce a flower bud from nothing. It is just trying to pass on it's genes before it snuffs it. If it should form any flower buds cut them out so all the energy goes into new growth.
My sister bought us a rose when we married, 16 years ago. It has looked a bit sorry for itself for a couple of years, so I decided to dig it up and put in back in a (large) pot near the house to keep an eye on it. I thought it was a gonna, but the last few weeks it has suddenly produced half a dozen very healthy new stems.
I hope yours does the same.
