My plan is to hire a scarifier first thing tomorrow morning, scarifiy the lawn and then return the scarifier. I will then rake up all of the debris and return to the hire shop to get a hollow tine aerator. The soil plugs will be raked up and then sharp sand raked into the holes.
I have the following three questions:

1)Is it alright to scarify when the ground is so dry?
2)Will the engine powered hollow tine aerator work effectively when the soil is dry? Here's the aerator in question http://www.husqvarna.ie/node1556.aspx?pid=1100
3)How much 50/50 sharp sand / moss peat per square metre will I need ?

Yes.

Should work better, the cores of soil should dislodge from the tines easier.

By looking at your link, I work out

Number of tines 30

Aerating depth 76 mm / 3"

No width given for the tines so I guess 7mm

Really rough estimate here...

1000 cores extracted would require approx 2 to 2.5 cubic metres of 50/50 sharp sand / moss peat mix. You need to find out off the hire shop how many cores it extracts per pass of the machine.
