No.... it is not a bulb.
Yes ...it can be found in gardens AND in the wild.

Waterlilies are even larger than Tulips!

There is really very little to go on, It has four petals, four sepals, Large Pistle raised, stamens clustered, cannot see leaves though looks long stem, I assume its perennial, and its small so dont have any idea of scale therefore you have to help us a little.
