viburnum white egret not growing?

Last September I planted a viburnum white egret in John Innes 3 and gave it a feed of tomato feed. I woul have given it some granular 6 month feed early this year too.
There seems to be no growth at all on it.No buds or little shoots. One or two leaves seems a little brown but only a little. i am thinking of just digging it up and putting something else there. Should I?

It looks to me like the root collar (the top of the pot surface it came in) is below the soil surface, which will suffocate the plant. Have a check, and if so, you'll have to lift and replant it.

I moved it to a new location in case it won't grow as i want something where it was.
Here is a pic of the roots after soaking in water. The roots seem ok to me although they seem small considering it is in ground since last Sept
