is it true that if you add urine to the compost heap, it helps kickstart the decomposition process? or is it an old wives' tale

Urine's high in Nitrogen, so yes, as long as you have a good mix of other waste, and some microbes (in the form of a 'compost accelerator or preferably a few shovels of last years compost)- you should see an increase in activity.
