Many thanks for new pics...much clearer.

It is Melanoselinum decipiens...common name Black parsley.
In Madeira this grows into a tree!
Once it flowers it dies.

It is biennial.
So last year someone grew a plant...this year it flowers .....then dies.
It certainly didn't arrive on its own.
The mystery continues for you.

Yes i saw it last year and assumed it was something else an exoctic geranium we have few staff on site due to pandemic someone probably picked it up at rare plant sale and stuck it in at front of border your very good at these IDs,
