Hi. Has anybody got any idea why my laburnum is growing like this.

It's been going on for a few years and has no flower buds this year. It seems like there are lots of leaf buds coming in the one spot which turn woody and fail to flower.
Any suggestions as what to do. I was thinking of cutting these bits back but it is most of the top of the tree.
The tree is there for about 8 years
