My tree lilies are in their second year in pots (they were lifted and stored over winter) They are coming up well however there are lots of smaller, fine shoots which i wonder if should i remove. Could these shoots be use for propagation?

Hi Lorna, yes I have these myself and these are little side shoots that are feeding a newly formed little bulb ! By all means leave them there, you can carefully remove the soil around then when the lilies die down in late autumn, there you will find small little bulbs
You can separate them into their own pots and grow them on next year
