Does this bamboo root look dead.? i repotted two last April and one thrived. This one was in a pot that did not drain
When is a good time to repot this if OK?

hard tto tell, soil looks compacted around root, when growing in pots add grit to allow drainage and air to circulate oround the roots, repot and see what happens

I have one in the garden to put in a pot is now a good time?t

yes you can move it now, if it didnt drain it probably drowned.
