I have this growing in various places. It spreads by stolons under the ground. I have never seen it flower, or do anything interesting. What is it?

Looks like Carex pendula.

I agree that it's probably a Carex, but I've never seen it grow higher than 15cm. I have C. pendula in a container next to the pond 45cm, in flower. The young leaves are rough textured, whereas the mystery plant has absolutely smooth fleshy leaves.

If leaves are smooth I believe this rules out Luzula sylvatica... common name Great hairy woodruff.

Grasses, sedges etc are very difficult to pin down without seed heads... then they are still difficult unless you are an expert.

Not Woodruff. I suppose I'll just try to keep it restricted, and hope that it flowers in response to my attacks on its attempts to spread! I don't want to eradicate it unnecessarily unless I know what it is.

Are the roots actually under water beneath those stones?

Carex Pendula doesn't grow as high when the roots are totally submersed in water.

No, just in soil. It's growing in other parts of the garden under established shrubs in quite dry conditions.

I'd say it's Woodrush too.

It looks the same as Carex Pendula but it's smaller in height. It's normally very green under trees but would possibly go a lighter shade out in the open.
