Something is stripping my Lupin, Honesty and Aquilegia seed heads as they form. Can anyone advise me what is doing this and can it be prevented?

If you're trying to save seed, put brown paper bags over the seed-heads, with an elastic band. Not sure how that works in the awful rain we've been having though......
I assume birds are eating the seeds...? |
