my question is in the title - am I wasting my time putting a lupin tuber in ground at this stage?

Lupins grow from seed not tubers are you sure of what you have.
Lupin plants growing in pots can be planted out.
If you bought something bare rooted in a plastic bag get it into the ground ASAP and soak it for 1 hour beforehand.

Ah, that explains it - I have a root. I was wondering why a google search for planting lipin tubers yielded nothing.
I've got it soaking and may as well give it a go.
