Now that I've seen your plan, I see your 'worry'.
Even on serious wetland, water seldom flows sideways very much.
Your 'retaining wall' as I see it could get very wet,
but I can't see wetland flooding your patio,
unless it is currently flooding your property.
I do understand much of Ireland has being getting enormous rainfall all year so 2011 may be a worst possible scenario. Check building regulations with council if you intend to tap into a public utility to offload waste water. Over here in merrie engerland they very stuffy about that kind of thing. Think twice.
