I have a window box with carex grass, golden conifer and pansiy/primrose. The pansy primrose are dead and I dug wth out.

I want to get

Should I take our all the plants/compost and put new fresh compost?

Or just put new fresh compost where I will be planting the new bedding plants? Not sure if I should disturb the carex/conifer

Your window box will probably be choked up with roots from the bedding, so changing the compost would be best. The grass and conifer should be ok if fed and watered afterwards.
