Hi
this is my hebe both before and after I cut out the dead bits. It was a bit worse for wear after winter 2010 but seriously suffered during this last winter. Is it likely to fill out again. It was a beautiful round shape. Don't know what type of hebe it is as inherited it with the house in 2004.

it looks to me like hebe pageii. gets white flowers.unfortuneately the winter has done a lot of damage and it is hard to see it recovering from 2 harsh winters.it would be worth waiting until beginning of may and then cutting it right back.it may bush up or else its for the compost heap.good luck with it.
