There's a white fungus like white foam on my neighbours apple tree.

It's new to me and I'm just 70

I'm sure one of you know what it is

this is a pest called wooly aphis. Under neath the fluffy wooly covering is a small aphid-like pest and it sucks the sap from the growing tree. it is extremely hard to get rid of as the fluff needs to be dissolved before the pest can be attacked. hand treatment by painting on Methylated Spirit is recommended for small areas. Does very little direct damage more of a bad appearance.
