Should you pinch out the growing tip of ALL annual seedlings.

It all depends on the type of annuals you have. pinching out the growing point delays the flowering time but produces far more flowering stems. many of the modern types of annuals (eg Impatiens and begonias) are self branching and so there is no need to pinch out.
