Isit sensible to delay planting a bare root Hawthorn/Blackthorn/Holly mix hedge until later in the month, when hopefully there will be less frost?

Not really , get them in now regardless of the frost just make sure the roots are well covered. Dont let the frost get at the roots before planting.
