when to cut back festuca glauca to keep tidy?

we have one which is getting a bit untidy - dead grass stems, and slightly larger than we like.
is it possible to cut back now to get fresh growth, and can it be lifted and split?

I have recently been told that grasses should be cut back around Christmas...January at the latest....all dead growth can be cut away then....and the best time to lift and divide is spring.
I assume you follow these guidelines with Festuca Glauca.

Just like Sive, cut back to an inch or two above ground before the new growth starts in spring. winter usually. You can divide at that time also.
