Its more weed than grass & hard work to keep down. Should I just dig it up or try to kill off the weed & re seed?

if you leave it as it is then annual meadow grass will eventually invade the soil and take over, keep cutting back any weeds that come and those grasses that survive will form the basis of your lawn, not a perfect lawn but serviceable under apple trees.
it will be a lot easier. fill in any bare areas with a pinch of lawn grass.
