Any recommendations for ground roses for a front bed in a sunny but windy location. Area = 20m2? is 1 colur better or a mixed colour display?

What would be a hardy evergreen breaker behind the roses to protect from wind

Roses and windy areas do not mix. You may be lucky to get a few days bloom if any in such a situation, not a good return really. Any of the hedging varieties listed as wind resistant in this post http://www.gardenplansireland.com/forum/viewtopic.php?t=204 should be suitable for your wind break.
