this is my second year gardening and my veg plot was very
successful considering this, only i let it go over the winter its over grown with weeds and the kale and broccolli is very over grown, i had cabbage,carrots,
kale, broccolli,kale and leeks in a tight plot and theres cabbages and leeks that have either died off or just still withering,(my leeks have only
grown to be like large spring onions)
if i dig it all up now and got the plot ready straight away would it be suitable to grow on again in march?

Yes with a little bit of clearing it would be ready to go allowing you to grow on again in march. What ever old vegetables you pull out can go on the compost heap. Dont forget to dig in some well rotten compost into the garden for your new vegetable growing.
